    GROWTH THEORY AND ACCOUNTING FOR GROWTH OF THE TAIWANESE ECONOMY

    A growth accounting and an econometric exercise are used to provide insights into the evolution of the Taiwanese economy over the period 1966-96. The approach links the GDP function of a multiple sector neoclassical growth model to growth accounting and, subsequently to the estimation of the parameters of this function. The growth accounting results show that the contribution of total factor productivity (TFP) to growth in GDP averaged about 32 percent over the period, and this contribution increased as the economy approached its long-run equilibrium during the decade of the 1980s, with evidence of some departure during 1991-96. Growth in TFP increased output growth in industry and services while growth in skilled labor benefited all sectors. Growth in capital stock increased the growth of the industrial sector the most, followed by services, but the effect on agricultural output growth was negative.     Severe declines in Pacific Northwest salmon stocks, coupled with increasing recreational demands, and judicial decisions supporting Native American fishing rights create challenges for fishery agencies. This article explores the welfare effects on recreational anglers of alternative salmon allocation policies to meet Native American treaty rights. A discrete choice random utility model, coupled with a Poisson trip frequency model, is used to analyze these welfare effects. The model is fit to survey data from the Willamette River spring chinook fishery, an important recreational fishery in Oregon.     A Mining Algorithm under Fuzzy Taxonomic Structures

    Most conventional data-mining algorithms identify the relationships among transactions using binary values and find rules at a single concept level. Transactions with quantitative values and items with taxonomic relations are, however, commonly seen in real-world applications. Besides, the taxonomic structures may also be represented in a fuzzy way. This paper thus proposes a fuzzy multiple-level mining algorithm for extracting fuzzy association rules under given fuzzy taxonomic structures. The proposed algorithm adopts a top-down progressively deepening approach to finding large itemsets. It integrates fuzzy-set concepts, data-mining technologies and multiple-level fuzzy taxonomy to find fuzzy association rules from given transaction data sets. Each item uses only the linguistic term with the maximum cardinality in later mining processes, thus making the number of fuzzy regions to be processed the same as the number of the original items.     The Effect of Energy Service Companies on Energy Use in Selected Developing Countries: A Synthetic Control Approach

    This study investigates the empirical effect of the service provided by the energy service companies (ESCOs) on the total energy use in thirteen developing countries by employing a transparent and data-driven statistical methodology, the synthetic control method (SCM). This methodology compares the post-treatment total energy use of a treated country, a country that has initiated ESCO activities, with the trajectory of total energy use for a synthetic control unit, a combination of economies being similar to the treated country with the exception of no ESCO activities initiated. The SCM can account for the potential heterogeneity regarding the effect of ESCO activities in various countries. In these thirteen countries, we find that the ESCOs exert a strong energy-saving effect in Colombia, Ghana, Kenya and South Africa; while a robust energy-using effect is found in Chile.     Attention Allocation for Human Multi-Robot Control: Cognitive Analysis based on Behavior Data and Hidden States

    Human multi-robot interaction exploits both the human operator’s high-level decision-making skills and the robotic agents’ vigorous computing and motion abilities. While controlling multi-robot teams, an operator’s attention must constantly shift between individual robots to maintain sufficient situation awareness. To conserve an operator’s attentional resources, a robot with self reflect capability on its abnormal status can help an operator focus her attention on emergent tasks rather than unneeded routine checks. With the proposing self-reflect aids, the human-robot interaction becomes a queuing framework, where the robots act as the clients to request for interaction and an operator acts as the server to respond these job requests. This paper examined two types of queuing schemes, the self-paced Open-queue identifying all robots’ normal/abnormal conditions, whereas the forced-paced shortest-job-first (SJF) queue showing a single robot’s request at one time by following the SJF approach. As a robot may miscarry its experienced failures in various situations, the effects of imperfect automation were also investigated in this paper. The results suggest that the SJF attentional scheduling approach can provide stable performance in both primary (locate potential targets) and secondary (resolve robots’ failures) tasks, regardless of the system’s reliability levels. However, the conventional results (e.g., number of targets marked) only present little information about users’ underlying cognitive strategies and may fail to reflect the user’s true intent. As understanding users’ intentions is critical to providing appropriate cognitive aids to enhance task performance, a Hidden Markov Model (HMM) is used to examine operators’ underlying cognitive intent and identify the unobservable cognitive states. The HMM results demonstrate fundamental differences among the queuing mechanisms and reliability conditions. The findings suggest that HMM can be helpful in investigating the use of human cognitive resources under multitasking environments

    The Porcine Circovirus Type 2 Nonstructural Protein ORF3 Induces Apoptosis in Porcine Peripheral Blood Mononuclear Cells

    Porcine circovirus type 2 (PCV2) is the primary causative agent of porcine circovirus-associated diseases in pigs. To analyze whether the PCV2 nonstructural protein ORF3 is able to induce apoptosis in nature target cells, transient expression of ORF3 in porcine peripheral blood mononuclear cells (PBMC) was performed, and apoptosis was confirmed by terminal dexoynucleotidyl transferase (TdT)-mediated BrdUTP-nick end labeling (TUNEL) assay. The apoptotic responses induced by the full length or the C-terminal half of ORF3 were significantly higher (p < 0.001) than that of cells transfected with the control plasmid. In contrast, the N-terminal half of ORF3 restrictively localized in the cytoplasm and remarkably reduced its ability to induce apoptosis, the apoptotic activity might be correlated with the nuclear localization of ORF3. Furthermore, two clusters of basic residues on the C-terminal half region at the amino acid residues 53-68 and 85-104 could mediate the nuclear localization of fusion protein, confirming their potential role as a nuclear localization signal

    Technology Anxiety and Implicit Learning Ability Affect Technology Leadership to Promote the use of Information Technology at Elementary Schools

    Abstract“Oversold & underused” is a criticism by Cuban (2001) of the investment of information technology (IT) in the classroom. Recently, Taiwan's educational administration has provided considerable financial support to IT in elementary schools, but few reports have provided evidence of its successful use. The present study aims to identify the personal factors that affect principals’ beliefs about the promotion of IT in their schools. 331 data were collected and analyzed with AMOS 19.0. The results of this study indicated that greater technology anxiety was negatively associated with perceived ease of using (PEU) IT, whereas implicit learning ability was positively correlated with perceived usefulness of IT. Technology leadership increased significantly with PEU and perceived usefulness (PU), it is also associated with the intention to overcome difficulties in promoting information technology in schools. The implications of this study may contribute to the reduction of principals’ technology anxiety, increasing their implicit learning ability and therefore fostering the future implementation of IT in schools, changing the myth of technology as “oversold & underused”

    Comparison of domiciliary oxygen using liquid oxygen and concentrator in northern Taiwan

    Background/PurposeLong-term oxygen therapy has become standard treatment for patients with chronic respiratory insufficiency. However, patterns of long-term home oxygen therapy have not been well studied in Taiwan. Oxygen concentrator systems are commonly used in Taiwan, but liquid oxygen delivery systems are portable and may provide advantages over the concentrator system. This study compared oxygen usage between patients from a liquid oxygen group (LOG) and an oxygen concentrator group (OCG). The authors also assessed the physiologic responses of patients with chronic obstructive pulmonary disease (COPD) to ambulatory oxygen use at home.MethodsThe study used a retrospective, cross-sectional, observational survey design. The LOG comprised 42 patients, and the OCG comprised 102 patients. We recruited participants in northern Taiwan from July 2009 to April 2010. The questionnaire instruments that were used to collect data consisted of three parts: demographic characteristics, devices used in respiratory care, and activity status with portable oxygen. Two-minute walking tests were performed on COPD patients in their homes.ResultsCOPD was the most common diagnosis in our study, with more than 50% of patients who received oxygen long term in both groups having received this diagnosis. The LOG used oxygen for an average of 21.7 hours per day, whereas OCG averaged 15.2 hours per day (p<0.001). In the OCG, 92.2% of patients used a concentrator alone, whereas 23.8% of the LOG used liquid oxygen alone (p<0.001). The LOG patients were involved in significantly more outdoors activities (p=0.002) and reported traveling with oxygen more often (p<0.001) than the OCG patients. For patients with the same dyspnea level of COPD severity, those using liquid oxygen had a lower increase in pulse rate after the walking test, in comparison with the concentrator users.ConclusionPatients in the LOG used oxygen for longer hours, went on more outings, and were more likely to travel with oxygen than patients in the OCG. Being ambulatory with liquid oxygen might enable patients with COPD to walk more effectively

    Quantitative assessment of female pattern hair loss

    AbstractBackground/ObjectiveThe conventional approach to evaluate female pattern hair loss (FPHL) is to visually inspect and score images of balding area (BA). However, visual estimates vary widely among different physicians, and may hinder objective assessment of hair loss and subsequent treatment response. For this reason, we propose a quantitative method using a computer-aided imaging system to help physicians evaluate the severity of FPHL clinically.MethodsWe use a series of digital image processing techniques to measure the width of central balding area of FPHL. A total of 184 photos were collected form 33 Chinese women with FPHL (stages I-2 to II-2 on the Savin scale). Each photograph underwent standardized exposure correction. The balding areas were detected through this computer system and then transformed into an equivalent ellipse by principal component analysis. The width of ellipse [balding width (BW)] was measured. Spearman's rank correlation was used to detect the correlation between our measurements and clinical staging.ResultsExposure correction resulted in a 16.97% (|BWcorrected − BWoriginal|/BWcorrected) difference in BW.‏ The average BW was 54.98 mm in all patients, 25.79 mm in type I-2 patients, 37.41 mm in I-3, 54.08 mm in I-4, 72.10 mm in II-1, and 85.53 mm in II-2. The values of BW were correlated with Savin scale stages clinically (rBW = 0.967), which was significant statistically (p < 0.05).ConclusionA computer-aided imaging system could be a useful tool to assist physicians to evaluate the balding area more precisely for clinical staging in FPHL. The BW instead of the balding area is simple to use clinically to represent the severity of FPHL
